Scrap metal collectors are boiling mad over proposed legislation that would require most of them to obtain official permits for their activity. Most collectors are poor, if not indigent and homeless, and social workers claim they would not be able to deal with the proposed bureaucratic requirements.
"Registration would be nonsense," Henryk Golebiewski, the profession's self-appointed spokesman, told the daily Super Express. "These people survive only because they collect the scrap."
According to a new bill now being shaped in parliament's environmental protection commission, anyone who brings in more than five tonnes of metal annually would be required get a permit. In reality this would mean nearly all of the collectors.
"Most of them will not be able to get through any sort of registration," Pawel Wypych, head of the social services office in Warsaw, told the paper. "Three quarters of them do not know how to write and have not had any personal documentation for a long time."
